Congressional GOP Back President's Proposal to Overhaul Affordable Care Act

American lawmakers are working through the weekend for the initial time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to end the impasse appeared to recede as Republican senators proposed a proposal unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Growing Impact of Federal Closure

The effect on Americans from the longest shutdown of the US government in history deepened on Saturday, as federal workers went without pay, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

Trump's Proposal from Florida Resort

As weekend session got started, GOP senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Multiple Republican senators praised the plan, which is similar to a replacement for Obamacare put forward in 2017.

"We will replace this failing program with something that is truly better for the patient," one senator stated.

Another senator praised Trump's suggestion on online platforms, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Response

Democratic senators expressed alarmed responses to Trump's proposal.

"In other words, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another senator responded to the criticism of carriers by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? In that case I welcome your support for Medicare for All."

Continuing Talks

The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an openness to an developing proposal from a small group of centrist lawmakers to terminate the shutdown in exchange for a later vote on the Obamacare subsidies.

One Democratic senator, who is leading the talks among centrists, said that Democrats "require another way ahead" after Republicans turned down an proposal to restart the government and extend the subsidies for a year.

Another leading Democratic senator persisted in arguing that Republicans should accept a 12-month continuation of the subsidies before negotiating the future of the tax credits.

"Doing nothing is irresponsible because people will go into debt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Political Dynamics

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the backing of several Democrats to restart the government, and the idea of eliminating and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Some observers indicated that the core of such a plan would remove the ACA's mandate that carriers cover individuals with existing health issues.

After his golf outing, Trump went back to his residence and reiterated on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the proposal that failed to secure enough backing in 2017.
